New Trends in Energy Relations between India and Latin America:From Transactional Cooperation to Strategic Interaction

近年来印度与拉美地区的互动频率明显增强,特别是在南南合作框架下。印拉在能源领域的互动实践也呈现出新的特征。长期以来印度与拉美能源关系更多是受市场力量因素主导的交易性互动关系,但近年来它呈现向战略性互动关系方向演化趋势,其表现在双方(印度与相关拉美国家)政府的参与和引导开始增多,双方都开始强调能源合作是增加印度与拉美互动联结的重要抓手。能源议题已经成为印度与拉美国家在双边和多边外交平台上重要的互动议题。另外,印度与拉美地区能源合作也开始更强调多元化战略布局,即传统能源和清洁能源并驾齐驱。印度与拉美能源关系的新变化不仅受各自物质利益因素驱动,还受特定的背景性知识影响,如彼此身份动态构建等。印拉能源关系还受到结构性因素影响,比如全球能源结构新变化。印度与拉美能源关系仍在不断调整变化进程中,在多重因素的影响下,既面临新机遇,也面临诸多挑战。中印在拉美地区有开展能源合作的案例,当前能源合作仍值得鼓励,但未来其竞争性有可能上升。

The frequency of interaction between India and Latin America has increased significantly in recent years,particularly in the context of South-South cooperation.While India’s energy relations with Latin America have long been more transactional and dominated by market forces,in recent years their practices have evolved towards strategic interaction,as evidenced by the increased involvement and guidance of the governments of both sides(India and the Latin American countries concerned)and the accentuation on energy collaboration,by both sides,as a crucial means of augmenting India’s engagement with Latin America.The issues regarding energy have become important topic of interaction between India and Latin American countries on bilateral and multilateral diplomatic platforms.In addition,India’s energy collaboration with Latin America countries have recently shifted towards a more diversified and strategic approach,whereby both conventional and clean energy are working in tandem.The new changes in India-Latin America energy relations are not only driven by their respective material interests,but also by specific contextual knowledge,such as the construction of mutual identity dynamics.It is also influenced by structural factors such as new changes in the global energy mix.India’s energy relations with Latin America are still in a constant process of adjustment and change,and face new opportunities as well as many challenges due to multiple factors.
