乡村振兴视域下河北省脱贫人口就业帮扶政策实施问题研究

A Research on the Implementation of Employment Assistance Policies for People out of Poverty in Hebei Province from the Perspective of Rural Revitalization

以脱贫人口就业帮扶政策实施情况为主要研究对象,对河北省发布的关于脱贫人口就业帮扶的相关政策进行政策文本分析,归纳总结当前河北省主要实施的就业帮扶政策内容。采用问卷调查法和访谈法对河北省脱贫人口就业帮扶政策开展实地调查,发现政策在实施过程中存在政策落实不到位、缺少财政支持、管理机制不明和内容缺乏针对性等问题,对此提出严格落实就业帮扶政策、完善财政补偿机制、健全管理机制和提升政策内容针对性等对策建议。

The paper analyzes the relevant employment assistance policies for people out of poverty issued by Hebei Province and summarizes the main content of the employment assistance policies implemented in Hebei Province.The questionnaire survey and the interview result show that there are some problems in the implementation of the policies,such as the inadequate implementation,the lack of financial support,the unclear management mechanism and the lack of pertinence of the content.In view of the problems,it is suggested that the employment assistance policies be strictly implemented,the financial compensation mechanism be perfected,the management mechanism be improved,and the pertinence of the content be enhanced.
