关于变更政府间卫星组织的通知主管部门的无线电规则委员会案例分析

A Case Study of Radio Regulations Board on Change of Notification Authority of an Intergovernmental Satellite Organization

白俄罗斯主管部门曾作为国际空间通信组织Intersputnik的通知主管部门向国际电联申报了卫星网络资料,但之后在申请变更通知主管部门时无法确认其代表该组织的所有成员,无线电规则委员会进行了审理并相应地修订了《程序规则》。文章从规则角度对该案例进行了分析,并对无线电规则委员会的处理方法进行了思考。

The Administration of Belarus once acted as the notifying administration of Intersputnik International Organization of Space Communications to submit some satellite network information to International Telecommunication Union.But later,when applying for changing the notifying administration,the Administration of Belarus could not confirm that it represented all members of the organization.The Radio Regulations Board treated the case,and finally amended the Rules of Procedure accordingly.This paper analyzes the case from the perspective of rules,and ponders the treatments of the Radio Regulations Board.
