江苏省海外人才离岸创新创业基地:实践探索与发展对策

Offshore Innovation and Entrepreneurship Bases of Overseas Talents in Jiangsu Province:Practical Exploration and Development Countermeasures

建设海外人才离岸创新创业基地是探索海外高端人才引进与国际科技合作交流的有效机制。江苏省在离岸基地试点的建设中通过培育市场化运营主体,探索市场化运营机制;开展海外引智布局,加速海外科技成果转化;搭建离岸创新服务平台,激活创新资源潜力,目前已取得了一些发展成效。与此同时,也暴露出离岸基地间的联系机制有待建立、运营机制尚难以实现完全市场化、海外引才机制尚存在多方面不足、保障机制仍有进一步完善的空间等问题。为此,着眼于四个方面的全面发力:健全并落实离岸基地的顶层设计、构建多层次的离岸基地创新生态、因地制宜深化离岸基地引才机制、全面优化离岸基地管理保障机制,助力全省离岸基地的高质量发展。

The offshore innovation and entrepreneurship base construction for overseas talents is an effective mechanism to explore both overseas high-end talent introduction and the international scientific and technological cooperation and exchange.In the pilot offshore base construction,Jiangsu Province explores a market-oriented operation mechanism by cultivating market operation subjects,shaping overseas talent introduction patterns and accelerating overseas scientific and technological achievement transformation.There are already some achievements with regards to offshore innovation service platforms and innovation resource potential activation.Problems emerge at the same time,including inadequate contact mechanism between various offshore bases,incomplete operation mechanism marketization,deficient overseas talent introduction mechanisms,and large room for guarantee mechanism improvements.Therefore,all-round efforts should be exerted in relevant four aspects:improving and implementing the top-level offshore base design,constructing the multi-level offshore base innovation ecology,deepening the offshore base talent introduction mechanism in accordance to local conditions,and comprehensively optimizing the offshore base management and guarantee mechanism.These hopefully achieve further new developments and breakthroughs in the offshore talent innovation and entrepreneurship base construction in Jiangsu Province.
