西北地区儿童主任履职问题分析--以H县为例

An Analysis of the Performance of Children Directors in Northwest China:The Example of H County

儿童主任是儿童关爱保护服务的直接提供者,重视儿童主任队伍建设是做好儿童关爱保护服务工作的重要基础。H县是西北典型经济欠发达县,以H县为例分析西北地区儿童主任履职情况。问卷调查显示,其儿童主任队伍呈现整体年轻化、学历较高、女性从业者多、专业资格证持有率低、津贴低、兼职普遍、工作时长偏短、流动性强等状况。儿童主任在履职中存在投入工作时间不足且流动性大、工作内容不够全面、工作重心定位不准、履职中困难多及压力大等问题。其深层次原因是儿童主任岗位设置不合理,缺乏稳定性和有效监督;专业服务能力不足,专业人才极度缺乏;缺乏相应的监督保障,儿童工作体制机制不健全。西北地区应实事求是地创设儿童主任岗位,增强岗位的稳定性;培育和储备专业人才,提升儿童主任的专业能力;不断加强儿童工作的顶层设计,完善儿童工作的监督保障机制。

Child directors are direct providers of child care and protection.The construction of the team of child directors is an important basis for good child care and protection.Taking H County,a typical economically underdeveloped county,as an example,this research analyzes the performance of children directors in Northwestern China.Our survey shows that the team of child directors is generally younger,with higher educational background,consists of more female practitioners,has a lower holding rate of professional qualification certificates,enjoys lower allowance,and works shorter time.Child directors are also more likely to work part-time and have a higher mobility rate.Child directors have many problems performing their duties,such as insufficient working time,high mobility,incomplete work content,and biased focus.Child directors also encounter many difficulties and significant pressures.The profound reason is that the post setting of children director is unreasonable:the job is unstable and lacks effective supervision;practitioners are generally incompetent and unprofessional;there is inadequate corresponding supervision,and the system and mechanisms of children’s work are not sound.Our research suggests that we need to create job posts of child directors practically and realistically in Northwestern China to enhance the stability of the post.Further efforts should be made to cultivate and preserve the professional talents of children directors.Further,more should be done to strengthen the top-level design of children’s work and improve the supervision and security mechanism for children’s work.
