旅游轨道交通项目与TOD综合开发融合实施能够解决地方财政资金紧张及政府专业能力不足问题,带动地方旅游产业综合发展和经济转型升级,提高社会资本方整体投资收益。通过对旅游轨道项目与TOD综合开发融合实施进行动因分析,并以某旅游商业综合体TOD建设项目为例研究此类项目投融资实施模式,提出二者融合实施需建立合理的投资回报机制并完善政策保障机制、完善项目收费机制、完善项目投资控制机制等建议,以期为旅游轨道交通项目与TOD综合开发融合实施提供参考。

The integrated development and implementation of tourism rail transit project and TOD can solve the problems of local financial shortage and insufficient professional capacity of the government,promote the comprehensive development of local tourism industry and economic transformation and upgrading,and improve the overall investment return of social capital.By analyzing the motivation for the integrated development and implementation of tourism track projects and TOD,and taking a tourism commercial complex TOD construction project as an example to study the investment and financing mode of such projects,it is proposed that the integrated implementation of the two should improve the policy guarantee mechanism,establish a reasonable investment return mechanism,improve the project charging mechanism,improve the project investment control mechanism and other suggestions.In order to provide reference for the tourism rail transit project and TOD comprehensive development integration implementation.
