中国残疾人事业现代化的理论内涵与评价体系研究

Research on the Theoretical Connotation and Assessment System of Modernization of the Cause of Persons With Disabilities in China

推进残疾人事业现代化是建设中国特色社会主义现代化强国的重要一环。残疾人事业现代化理论内涵丰富,其内容具有系统性、长期性、多样性。在中国残疾人事业现代化发展现实基础上构建的残疾人事业现代化评价指标体系以科学性、可操作性、合理性为原则,包含生活质量、公共服务、社会环境、主观评价四个维度。基于所构建的残疾人事业现代化评价体系,建议将残疾人事业现代化监测评价纳入政府工作考核,实现残疾人事业现代化评价指标体系动态调整与更新。

Promoting the modernization of the cause of persons with disabilities is an important part of building a great modern socialist country with Chinese characteristics,on the basis of the realistic foundation of the modernization development of the cause of persons with disabilities in China,the evaluation index system for the modernization of the cause of persons with disablities is based on the principles of science,operability and rationality,incluing the four dimensions of quality of life,public service,social environment and subjective evaluation.Based on the evaluation system of the modernization of the cause of persons with disabilities,it is suggested that the monitoring and evaluation of the modernization of the cause of persons with disabilities should be included in the assessment of the work of the government to realize the dynamic adjustment and renewal of the evaluation index system of the modernization of the cause of persons with disabilities.
