科技创业促进要素市场化配置的逻辑、路径与对策

Logic,Path,and Countermeasures of Promoting Market-Oriented Factor Allocation in a Science and Technology Entrepreneurship Economy

本文在现有文献基础上概括提出“科创经济”的术语概念,并提出科技创业是科创经济时代深化要素资源配置市场化改革的一种新方式,是比传统方式更适应市场化的要素配置机制。科技创业是促进经济增长与发展的核心动力,不但可带来生产生活的重大变革,而且可带动市场需求和技术创新,促进经济焕发新活力并取得新发展。科技创业可经由提升就业活力和优化生产力系统等多个方面,促进要素市场化配置,优化我国经济结构,助推全国统一大市场建设,从而促进我国经济可持续地高质量发展。科技创业亟须通过加大风险投资、加强环境支持、纠正科研导向、减少障碍约束来获取更大推动力。

This paper proposes a new concept of“science and technology entrepreneurship economy”based on the existing literature,holding that science and technology entrepreneurship is a new way to allocate factor resources in this new era,which adapts better to the market-oriented allocation mechanism than the traditional way.Science and technology entrepreneurship is a core power to promote economic growth and development,which may not only bring major changes in production and life,but also boosts market demand and technological innovation.It promotes the economy to glow with new vitality and achieve new development.By way of promoting employment vitality and optimizing the production system,science and technology entrepreneurship may promote the market allocation of factors,optimize China's economy structure,and promote the development of our nationally unified market,thus achieving the sustainable and high-quality development of China's economy.Science and technology entrepreneurship urgently needs to gain greater impetus by increasing venture capital,strengthening environmental support,correcting scientific research orientation,and reducing barriers and restraints.
