全球新型冠状病毒感染疫情暴发后,数字技术被规模化应用于疫情防控领域,为精准有效防控疫情、保障人民生命安全和推进复工复产发挥了至关重要作用。但随着后疫情时代的到来,全球范围内数字技术呈现增量化乃至过度应用的趋势,潜在风险日益凸显。部分未经充分论证的技术部署,加速物理世界数字化和虚拟化进程的同时,会带来技术反噬的隐患。后疫情时代,需统筹发展与安全,全过程秉持责任式创新理念,通过初始阶段的科学论证机制、应用阶段的实践检验机制与反馈阶段的动态纠偏机制的系统性整合,建构负责任的数字技术应用治理体系,从技术后撤、法律前置、政策平衡和理念向善等维度推进数字技术负责任应用与治理,保障数字中国行稳致远。

Digital technology was used on a large scale for dealing with the COVID 19 pandemic.The data-based approach has played a vital role in accurately and effectively preventing and controlling the pandemic,protecting people's lives,and promoting the resumption of work and production.However,with the advent of the post-pandemic era,digital technology is showing a trend of incremental and even excessive application,which may result in potential vulnerabilities.The deployment of some technologies that have not been fully demonstrated during the process of digitalization would bring hidden dangers of technological backlash.In the post-pandemic era,it is necessary to coordinate development and safety,and uphold the concept of responsible innovation throughout the process of constructing a responsible digital technology application system,based on the systematic combination of the scientific verification mechanism at the initial stage,the practical inspection mechanism at the application stage,and the dynamic correction mechanism at the feedback stage.To ensure the steady and long-term development of digital China,it is necessary to promote the responsible application and governance of the digital technology through technology withdrawal,legal application,policy balance,and“innovation for social good”mindset.
