江苏科技创业“飞地孵化”新模式新路径

New mode and path of “off-site incubation” of technology entrepreneurship in Jiangsu province

近年来,江苏省部分地区积极尝试“飞地孵化”新模式,成为其提高有限创新资源扁平化配置水平的有力手段,但运营过程中发现,“飞地孵化”模式的开展和建设存在顶层设计缺乏、运营机制不畅、功能定位不清、绩效不明显等问题。文章针对这些问题提出要突破顶层设计,多部门联合畅通机制,积极拓宽渠道,多触角开展资源链接,关注实际需求,全方位优化创业环境,深化连接服务、定制式保障飞地运营等建议。

In recent years,some regions in Jiangsu province have actively tried the new mode of“off-site incubation”,which has achieved remarkable results,and has become a powerful means to improve the level of flat allocation of limited innovation resources.However,during the operation process,it has been found that the development and construction of“off-site incubation”mode has problems such as lack of top-level design,poor operation mechanism,unclear function positioning,and poor performance.In view of these problems,this paper proposes to break through the top-level design multi-department joint unblocked mechanism,optimize the entrepreneurial environment in all aspects,deepen connection services,and provide customized assurance of enclave operations.
