“一带一路”安全风险背景下开源情报应用探究

Research on the application of open source intelligence under the background of“The Belt and Road Initiative”security risk

文章针对“一带一路”安全风险背景下的情报应用问题展开研究,通过分析“一带一路”沿线国家的安全风险,探讨了开源情报应用在解决安全威胁中的必要性和可行性。针对开源情报应用的路径探究,文章提出了整合开源情报收集来源、结合要素风险、转变价值观念和加强专业情报队伍建设等4个方面的建议。研究认为,开源情报应用是有效解决“一带一路”安全风险的重要手段之一,同时,加强情报应用的专业化和系统化建设,提高情报应用的科学性和精准度,对于保障“一带一路”沿线国家的安全稳定和发展具有重要意义。

This article is aimed at intelligence research under the security risk of“The Belt and Road Initiative”.By analyzing the security risks of the countries along the“The Belt and Road Initiative”,the necessity and feasibility of the application of open source intelligence in solving security threats are discussed.Aiming at the exploration of the path of open source intelligence application,this paper puts forward suggestions in four aspects:integrating sources of open source intelligence collection,combining elements of risk,changing values and strengthening the construction of professional intelligence teams.This paper believes that the application of open source intelligence is one of the important means to effectively solve the security risks of the“The Belt and Road Initiative”.The security,stability and development of countries along the route are of great significance.
