Faced with the new demand to accelerate the construction of a new development paradigm,the importance and urgency of high-quality promotion for a modern circulation system construction has become increasingly prominent.Under the new development paradigm,the key point of the high-quality promotion is to clarify the system's theoretical connotation and basic characteristics,to reveal its key challenges and deep-seated causes,and to propose effective strategies to the challenges.Modern circulation system characterizes a kind of full,new,high-quality,and strategic circulation.The key challenges faced by the construction lie in the weak competitiveness of circulation entities,the sharp structural contradictions of circulation platforms,the imperfection of circulation governance system,the nonexcellent business environment of circulation industry,and the bottleneck of factor market of circulation system,whose root causes include the cognitive deviation,the unsmooth administration system,the lagged organizational mechanism and the inadequate key intellectual knowledge in circulation.Accordingly,such fundamental strategies for the high-quality system promotion have been proposed as speeding up smoothening the basic relationship of system construction,integrally impelling the reform of its administration system,further perfecting the circulation governance system,highly attaching great importance to the improvement of main bodies'competitiveness,diligently enhancing the modernization and rationalization of circulation platforms and the progress of new business formats and models with high-quality,and practically intensifying the construction of personnel training,scientific research and statistical system in the field of circulation.
