乡村人才振兴的价值意蕴、现实困境与实现路径

Study on the Value Implication,Realistic Dilemma and Realization Path of Rural Talent Revitalization

乡村人才振兴为乡村产业发展、乡村生态文明建设以及乡村有效治理提供智力支撑,但存在着乡村人才数量不足、人才结构不完善、人才专业化程度低和人才引进难、流失严重等现实困境。培育本土新型农民,加强农村专业人才队伍回流,鼓励社会人才投入乡村建设,成为实施乡村人才振兴的主要路径。为此,应当通过加强顶层设计、健全政策体系、完善机制保障、加快产业发展,统筹推进人才部署、优化人才发展环境、激发人才活力、吸引人才回流。

The revitalization of rural talents provides intellectual support for the development of rural industries,the construction of rural ecological civilization and the effective governance of rural areas,but there are real dilemmas such as the insufficient number of rural talents,the imperfect structure of talents,the low degree of specialization of talents and the difficulty of introducing and serious wastage of talents.Cultivating new types of local farmers,strengthening the return of a team of rural professionals and encouraging social talents to invest in rural construction have become the main paths to explore the implementation of rural talent revitalisation.To this end,by strengthening top-level design,improving the policy system,perfecting the mechanism to guarantee and speeding up industrial development to co-ordinate the deployment of talents,optimise the environment for their development,stimulate their vitality and attracting their return.
