数字政府评价共识与优化路径研究

摘要 我国已有的数字政府评价体系在评价指标设置方面存在交叉,这表明国内专家在评价数字政府建设方面存在一定共识。采用文本分析法对我国现有数字政府评价体系进行对比分析,通过一级指标对比分析发现,专家学者认为至少应从保障支撑能力、技术能力、治理能力和公众满意建设能力4个方面评价数字政府综合能力;通过二级指标对比分析发现,专家学者认为保障措施、服务成熟度、数据规范、数据开放共享、数据安全、公众参与是评价数字政府建设的6个重点要素。对现有数字政府评价体系进行深入研究有利于明晰这种共识的具体表现,从而为进一步优化我国数字政府建设路径提出合理建议,这对我国数字政府评价体系的完善和发展具有重要促进作用。 China's existing digital government evaluation system has overlap in the setting of evaluation indicators,which indicates that there is a certain consensus among domestic experts in evaluating digital government construction.Using text analysis method to compare and analyze China's existing digital government evaluation system:through the comparative analysis of first-level indicators,it is found that experts and scholars believe that the comprehensive ability of digital government should be evaluated from at least four aspects:guarantee support capacity,technical ability,governance ability and public satisfaction construction ability.Through the comparative analysis of secondary indicators,it is found that experts and scholars believe that safeguard measures,service maturity,data standardization,data openness and sharing,data security,and public participation are the six key elements for evaluating the construction of digital government.In-depth research on the existing digital government evaluation system is conducive to clarifying the specific performance of this consensus,so as to put forward reasonable suggestions for further optimizing the construction path of digital government in China,which plays an important role in promoting the improvement and development of China's digital government evaluation system.
