油气田开采企业生态环境保护管理探讨

Discussion on Ecological Environment Protection Management of Oil and Gas Field Exploitation Enterprises

油气田开采过程中会涉及部分生态环境保护问题,若管理不到位将会对生态环境造成负面影响,因此提升企业的生态环境保护管理水平是实现企业高质量发展的前提。对此,本文结合石油与天然气的开采特点,提出了油气田开采过程生态环境保护管理的重点内容,主要包括习近平生态文明思想贯彻落实、建设项目环境保护管理、排污许可管理、环境保护税缴纳、污染防治管理、自行监测、环境风险管控与隐患治理、环境信息公开、清洁生产等。为进一步提升油气田开采企业生态环境管理水平,建议重点围绕健全环境保护管理制度、完善环境保护管理台账、加强环境保护监督、增加环境保护投入等方面开展工作。

In the process of oil and gas field exploitation,some ecological environment protection problems will be involved.If the management is not in place,the ecological environment will be seriously affected.Therefore,improving the ecological environment protection management level of enterprises is the premise for achieving high-quality development of enterprises.In this regard,based on the characteristics of oil and gas exploitation,this paper puts forward the key contents of ecological environmental protection management in the process of oil and gas field exploitation,mainly including the implementation of Xi Jinping's ecological civilization idea,environmental protection management of construction projects,emission permit management,environmental protection tax payment,pollution prevention and control management,self-monitoring,environmental risk control and hidden danger management,environmental information disclosure,cleaner production,etc.In order to further improve the ecological environment management level of oil and gas field exploitation enterprises,it is suggested to focus on improving environmental protection management system,improving environmental protection management account,strengthening environmental protection supervision,increasing environmental protection investment,etc.
