摘要
在我国“双碳”目标背景下,基于DPSIR模型构建低碳竞争力评价指标体系,运用TOPSIS法对长江经济带11个省市2014—2019年的低碳竞争力水平进行测度,并结合障碍度模型诊断阻碍低碳竞争力提升的影响因素。结果显示:(1)2014—2019年长江经济带低碳竞争力水平总体呈上升趋势,但各省市低碳竞争力水平差距较大,呈现出“下游较强,中上游次之,局部跳跃”的空间格局。(2)驱动力和响应子系统的贴进度呈上升趋势,而压力、状态及影响子系统的贴进度均呈下降趋势。(3)长江经济带各区域低碳竞争力的影响因素存在差异,主要障碍因素集中在响应、驱动力及状态子系统,工业污染治理投资额是最主要的障碍因素。
Under the background of China’s“double carbon goals”,this paper constructs the evaluation index system of low-carbon competitiveness based on DPSIR model,measures the level of low-carbon competitiveness of 11 provinces and cities in the Yangtze River economic belt from 2014 to 2019 by using TOPSIS method,and diagnoses the influencing factors that hinder the improvement of low-carbon competitiveness in combination with the obstacle degree model.The results show that:(1)from 2014 to 2019,the low-carbon competitiveness level of the Yangtze River Economic Belt generally shows an upward trend,but the low-carbon competitiveness gap between provinces and cities is large,showing a spatial pattern of“strong downstream,followed by middle and upper reaches,and local jump”.(2)The sticking progress of the driving force and response subsystem shows an upward trend,while the sticking progress of the pressure,state and influence subsystem shows a downward trend.(3)The influencing factors of low-carbon competitiveness in various regions of the Yangtze River economic belt are different.The main obstacle factors are concentrated in the response,driving force and state subsystem,and the investment in industrial pollution control is the most important obstacle factor.
