摘要
第一批国家公园设立以来,如何促使这些具有重要、典型资源的国家公园高质量发展成为亟须解决的关键问题,需要厘清影响中国国家公园高质量发展的多样性、复杂性和动态性的动能因素。论文基于文献研究,运用深入访谈、问卷调查和SPSS软件,总结、筛选、提炼和构建中国国家公园高质量发展的动能指标体系,并进行信效度分析。构建的中国国家公园高质量发展动能指标体系包含加强生态建设、合理整合规划、注重制度保障3个一级指标和12个二级指标。在此基础上提出中国国家公园高质量发展路径,兼顾生态、规划及制度等方面,妥善处理保护和开发的关系,充分考虑各利益相关者的诉求,为科学合理有效地推进国家公园体制在中国高质量发展提供帮助。
Since the first national parks were established in China,how to promote the high-quality development of these national parks with important and typical resources has become a key issue to be solved.It is necessary to clarify the diversity,complexity and dynamic kinetic factors affecting the high-quality development of China national park.Based on literature research,by in-depth interviews and questionnaires,SPSS software was used to establish a kinetic energy index system for high-quality development of national parks in China,and the reliability and validity analysis was carried out.The study found that:the constructed index system of high-quality development kinetic energy for China’s national parks contains 3 first-level indicators(strengthening ecological construction,making rational and integrated planning,and paying attention to institutional safeguards)and 12 second-level indicators.According to the research results,it includes the aspects of resources,ecology,planning and system,pays more attention to integrated planning and rational allocation of resources,and properly handles the relationship between protection and development,so it can scientifically and effectively promote the high quality development of national park system in China.
