基于低碳社区导向的城市更新探索——以天津市三岔河口片区为例

Exploration of Urban Renewal Based on Low Carbon Community Orientation:Taking Tianjin Sancha Estuary District as an Example

低碳社区是低碳城市的重要组成单元和载体,对于推动城市绿色化发展、地区碳达峰目标的实现具有重要现实意义。城市更新是“双碳”目标在空间层面落实的重要措施。通过天津市三岔河口片区现场调查研究及文献资料梳理,从设计理念、管理方式、建设手法三个方面,归纳国内外低碳社区建设的主要行动及典型做法,进而落实到研究社区的构成要素和低碳社区建设方面,建构以天津市三岔河口片区城市更新实践为例、低碳社区为导向的城市更新手法与指标体系。通过梳理研究基地内存在的主要问题及其成因,计算社区构成要素的碳排放量及植物的碳汇量。依据研究区上位规划与现行节能减排条例,结合低碳社区建设指标与城市更新的发展趋势,提出减少碳源与增加碳汇层面针对不同社区构成要素的更新模式。

Low-carbon communities are important components and carriers of low-carbon cities,which is of great significance for promoting the green development of cities and achieving the goal of regional carbon peaking targets.Urban regeneration is an important measure to implement the dual-carbon target at the spatial level.Through the on-site investigation and research of Tianjin Sancha estuary district and the combing of literature,the main actions,and typical practices of low-carbon community construction at home and abroad are summarized from the three aspects of design concept,management method and construction method.In addition,it is implemented to study the constituent elements of the community and the construction of low-carbon communities,and to construct an urban renewal method and index system oriented by low-carbon communities based on the urban renewal practice of Tianjin Sancha estuary district.By sorting out the main problems existing in the research base and their causes,the carbon emissions of the community components and the carbon sinks of plants are calculated.According to the upper-level planning of the research area and the current energy conservation and emission reduction regulations,combined with the indicators of low-carbon community construction and the development trend of urban renewal,we propose a regeneration model for different community components in terms of reducing carbon sources and increasing carbon sinks.
