From Poverty Elimination to Common Prosperity of Red Revolutionary Bases Areas:A Case Study of Lishui's Relocation of Poverty-stricken Populations

异地搬迁很大程度上是决定革命老区能否实现城乡高水平均衡化发展、走向共同富裕的关键路径。丽水作为革命老区,是浙江省共同富裕示范区建设难度最大、最具有代表性的地区,也是展示革命老区实现共同富裕经验和成果的重要窗口。在不同的历史阶段,丽水革命老区异地搬迁工作形成了符合自身发展的经验做法,并呈现出从自发搬迁到政府引导的运作逻辑。为推进革命老区共同富裕建设,应从价值引领、政策保障和利益带动三个层面推进革命老区异地搬迁工作。

To a large extent,relocation is the key path to determine whether the old revolutionary base areas can achieve high-level balanced development between urban and rural areas and achieve common prosperity.As an old revolutionary base area,Lishui is the most difficult and most representative area in the construction of the demonstration area of common prosperity in the province.It is also an important window to show the experience and achievements of promoting the old revolutionary base areas to achieve common prosperity.In different historical stages,the relocation of the old revolutionary base area in Lishui has formed the experience in line with its own development,and presented the operation logic from spontaneous relocation to government guidance.In order to promote the construction of common prosperity of old revolutionary base areas,the relocation of old revolutionary base areas should be promoted from three levels:value guidance,policy guarantee and interest drive.
