Big Data Empowers Rural Governance:Action Mechanism,Practical Dilemma and Realization Path

大数据时代如何让数据服务乡村治理,是推进乡村治理现代化进程的关键。大数据基于数据服务平台赋能乡村治理,以其可持续性、动态性和智慧性等三个特征促进乡村治理转向合理、有效、科学。通过厘清大数据赋能乡村治理的作用机理和现实困境,发现当前大数据赋能乡村治理面临大数据“技术壁垒”、农民“适应力低”、网络“双刃剑”和数据“低利用率”四个方面的挑战。基于此,从优化数字治理体系、注重大数据人才培育、完善数据共享机制、推进宣教奖励落实四个方面,探索大数据有效赋能乡村治理的实现路径。

In the era of big data making data play its role and serve rural governance is the key to promoting the modernization of rural governance.Big data empowers rural governance based on data service platform,and promotes rural governance to be rational,effective and scientific with its three characteristics of sustainability,dynamism and intelligence.By clarifying the mechanism and practical difficulties of big data enabled rural governance,the four difficulties of current big data empowered rural governance have been found big data"technical barriers",farmers"low adaptability",network"double-edged sword"and data"low utilization".Based on this,the realization path of big data effectively empowering rural governance from four aspects was explored:optimizing the digital governance system,paying attention to the cultivation of big data talents,improving the data sharing mechanism,and promoting the implementation of publicity and education incentives.
