中国-东盟灾害管理合作研究

Study on China ASEAN Disaster Management Cooperation

灾害管理是中国与东盟的重要合作领域。中国在1995年便开始通过东盟地区论坛参与东盟的灾害管理,并在随后近三十年时间里不断深化与东盟的灾害管理合作。当前,双方的合作内容主要有三个方面,即“1.5轨外交”、参与和构建灾害管理合作机制以及中国向东盟提供物质性援助。为了进一步拓宽双方的合作前景,中国应协助东盟缓解灾害管理合作中的机制拥堵现象,推动各项地区灾害管理机制之间良性合作,妥善处理“基于同意的援助”与快速救灾之间的权衡问题。通过积极应对各类问题,不断完善灾害管理合作的具体内容,中国与东盟灾害管理合作将拥有广阔的未来。

Disaster management is an important field of cooperation between China and ASEAN.China started to participate in ASEAN disaster management through the ASEAN Regional Forum in 1995,and has been deepening this cooperation since then.Currently,there are three main components of cooperation between the two sides,namely“Track 1.5 Diplomacy”,participation and construction of disaster management cooperation mechanisms,and material assistance to ASEAN.In order to further broaden the prospects of cooperation between the two sides,China should assist ASEAN to alleviate the congestion in the ASEAN disaster management cooperation mechanism,promote the healthy cooperation among various regional disaster management mechanisms,and properly address the dilemma between“consent-based assistance”and rapid disaster relief.By actively addressing various issues and continuously improving the quality of disaster management cooperation,their bilateral disaster management cooperation will have a bright future.
