摘要
大力发展保障性租赁住房,切实解决大城市新市民、青年人住房困难问题,是上海引导人才集聚、提升城市竞争力和软实力的重要举措。在上海迈向卓越的全球城市进程中,保障性租赁住房在供应规模、结构类型和空间布局等方面仍面临诸多问题和挑战。伦敦市保障性租赁住房发展曾经历与上海相似的情况,并取得显著成效。在上海进入存量发展、高质量发展的新阶段,以及土地资源紧约束的新常态背景下,从伦敦保障性租赁住房的发展历程及侧重点、用地规模与结构类型、用地空间布局特点和规划实施政策等角度进行分析,根据伦敦的先进经验,结合上海保障性租赁住房的现状特征和发展趋势,构建符合上海发展实际和趋势特点的保障性租赁住房体系,从加快规划编制、保障供应规模、丰富供给方式、进行差异化布局、保障实施和评估等6个方面,提出具有可持续性、系统完善、现实可行的新思路。
Vigorously developing affordable rental housing and effectively solving housing difficulties for new citizens and young people in big cities is an important measure for Shanghai to guide talent gathering and enhance urban competitiveness and soft power.In the process of Shanghai becoming an outstanding global city,there are still many problems and challenges in terms of the supply scale,structure type and spatial layout of affordable rental housing.The development of affordable rental housing in London has experienced a situation similar to that in Shanghai,and has achieved remarkable results.From the perspective of the development history and focus of the development of affordable rental housing in London,the scale and structure of land use,the characteristics of land use space layout and planning implementation policies,against the background of the new stage and the new normal of tight constraints on land resources in Shanghai,we will build an affordable rental housing system that conforms to Shanghai's actual development,characteristics and trends,and put forward new ideas that are sustainable,systematic and feasible by diversified supply methods,differentiated layout,guarantee implementation and evaluation,etc.
