面向善治的乡村档案治理机制探论

On the Governance Mechanism of Rural Archives Oriented to Good Governance

乡村档案治理是乡村档案管理的新阶段,善治是乡村档案治理所能呈现的最佳状态,其主要特点之一是治理主体多元化,我国乡村档案治理主体包括领导性主体、执行性主体与参与性主体三类。国家治理视阈下,现有乡村档案管理机制已难以满足治理现代化转型需求,必须对其加以调整和完善。档案工作服务农村基层社会治理试点项目开展以来,基层档案治理硕果连连,为健全乡村档案治理机制提供现实依据。从理论和实践双向考量,必须建构乡村档案多元主体协同治理实践机制,包括治理领导机制、治理运行机制、治理监督机制和治理引导机制,以形成多元主体良性互动的乡村档案善治局面,助力乡村振兴。

Rural archives governance is the new stage of rural archives management,and good governance is the best state of rural archives governance,one of the main characteristics is the diversification of governance subjects,rural archives governance subjects in our country including three types of leading subjects,executive subjects and participatory subjects.From the perspective of national governance,the existing rural archives management mechanism has been difficult to meet the needs of governance modernization and transformation,so it must be adjusted and improved.Since the launch of the pilot project of archives work serving rural grass-roots social governance,grass-roots archives management has achieved repeated achievements,providing a realistic basis for improving the rural archives governance mechanism.From the perspective of both theory and practice,it is necessary to construct a practical mechanism of cooperative governance of rural archives by multiple subjects,including governance leadership mechanism,governance operation mechanism,governance supervision mechanism and governance guidance mechanism,so as to form a situation of good governance of rural archives with benign interaction of multiple subjects and help rural revitalization.
