劳动力转移与补贴政策对农户林业生产规模的影响——基于全国4省1774户农户调查数据

Impact of Labor Transfer and Subsidy Policy on the Scale of Forestry Production ofFarming Households: Based on the Survey Data of 1774 Farming Householdsin 4 Provinces Nationwide

在农村剩余劳动力向非农产业转移背景下,探讨林业补贴政策对农户林业生产规模的影响机制,对完善集体林权制度改革配套措施具有重要的现实意义。以4个省1 774名微型农户的调查数据为基础,采用普通最小二乘回归和分位数回归,实证分析劳动力转移和补贴政策对林业生产规模的影响。结果表明,随着林业经营规模的扩大,劳动力转移对林业生产规模的影响由正向转变为负向;补贴政策对林业生产规模具有显著的正向影响,并随着林业经营规模的扩大而逐渐增大。相比之下,当分位数<0.80,林业生产规模<6.67 hm2时,补贴政策对林业生产规模的影响更大。分位数>0.80,林业生产规模>6.67 hm2时,劳动力转移对林业生产规模的影响更大。国家补贴政策应该针对林地规模分标准进行实施,并鼓励农户本地务工合理分配兼业状态,积极出台林地流转政策。

In the context of the transfer of rural surplus labor to non-agricultural industries,it is of great practical significance to explore the mechanism of the impact of forestry subsidy policy on the scale of forestry production of farmers.Based on the survey data of 1774 micro-farmers in four provinces,this paper empirically analyzed the effects of labor transfer and subsidy policy on the scale of forestry production by using ordinary least squares regression and quantile regression.It was found that with the expansion of the scale of forestry operation,the effect of labor force transfer on the scale of forestry production had changed from positive to negative,and the subsidy policy had a significant positive effect on the scale of forestry production,and with the expansion of forestry management scale and gradually increased.In contrast,when the percentile did not reach 0.80,and the area of forest production was less than 6.67 hm 2,the subsidy policy had a greater impact on the scale of forestry production.When the percentile reached 0.80 and the production area was more than 6.67ha,the effect of labor transfer on the scale of forestry production was greater.The state subsidy policy should be carried out according to the sub-standard of forest land scale,and farmers should be encouraged to distribute part-time jobs reasonably and to actively put forward the policy of forest land circulation.
