浅析DRGs付费模式在公立医院绩效考核中的应用

摘要 疾病诊断相关分组(diagnosis related groups,DRG)付费模式的推广使得医院的竞争力得到了提升,但这种模式也间接地对医疗服务的供给行为产生了直接影响,会制约和抑制医疗费用、资源配置、服务质量等。为了缓解公立医院与医保基金的压力矛盾,本文阐述了DRGs付费模式的概念、在绩效考核中的意义,同时分析了公立医院采用DRGs付费的科学性,并对可能存在的弊端进行分析和思考,目的是通过探讨DRGs付费在公立医院绩效考核中的应用,进一步优化公立医院的绩效考核体系,提升公立医院的医疗服务能力和自身创新发展能力,提高公立医院的绩效管理水平。 The promotion of DRGs payment model has improved the competitiveness of hospitals,but this model also indirectly has a direct impact on the supply behavior of medical services,which can restrict and inhibit medical costs,resource allocation and service quality.In order to alleviate the pressure contradiction between public hospitals and health insurance funds,this paper explains the concept of DRGs payment model,its significance in performance assessment,and also analyzes the scientificity of DRGs payment in public hospitals,and analyzes and considers the possible disadvantages.The purpose is to further optimize the performance appraisal system of public hospitals by exploring the application of DRGs payment in the performance appraisal of public hospitals,to improve the medical service capability of public hospitals and their own innovation and development capability,and to improve the performance management level of public hospitals.
