5G技术铁路应用的综合效益评价指标体系研究

摘要 5G技术与铁路行业的深度融合发展,具有广阔的应用前景和广泛的社会经济影响。结合5G技术铁路应用发展现实需求,以铁路客货运输的交易主体与外部性为分类基准,构建铁路项目全生命周期(含建设期和运营期)综合效益三维评价模型。在创新构建铁路项目综合效益评价模型的基础上,合理构建5G技术铁路应用项目的多维度、多层次、多目标的评价指标体系,包括面对生产者的财务效益指标、面对消费者的运输效益指标、面对第三方的社会效益指标以及面对自然环境的生态效益指标等,并对重点指标测算方法进行说明。 The deep integration and development of 5G technology and the railway industry have broad application prospects and extensive social and economic impacts.Based on the actual needs of railway application and development with 5G technology,and taking the transaction subjects and externalities of railway passenger and freight transport as the classification criterion,a three-dimensional evaluation model of comprehensive benefits in the whole life cycle of railway projects(including construction period and operation period)is built.On the basis of the innovative construction of a comprehensive benefit evaluation model for railway projects,a multi-dimensional,multi-level and multi-objective evaluation index system for railway application projects with 5G technology is reasonably constructed,including financial benefit indicators for producers,transportation benefit indicators for consumers,social benefit indicators for third parties and ecological benefit indicators for the natural environment.And the calculation method of key indexes is explained.
