河南省国家火炬特色产业基地发展现状分析及建议

Analysis and Suggestions on the Development Status of Henan National Torch Characteristic Industrial Base

【目的】分析目前河南省国家火炬特色产业基地的发展现状及存在问题,提出一些针对性建议。【方法】依据火炬统计数据,本研究对16家河南省火炬特色产业基地的经济运行情况、创新人才、研发创新投入产出情况进行分析。【结果】16家特色产业基地内存在骨干企业偏少、创新人才缺乏、创新创业服务能力偏弱等问题。【结论】需要加大特色产业基地内骨干企业的培育,构建完整产业链;集聚科技创新资源,聚焦火炬特色产业。为企业营造创新创业良好氛围,推动特色产业基地朝高端化、集群化、绿色化方向发展。

[Purposes]The development status and existing problems of the national torch characteristic industrial base in Henan Province are analyzed,and some specific suggestions are put forward.[Meth-ods]Based on torch statistical data,this paper analyzes the economic operation,innovative talents,R&D and innovation input and output of 16 torch characteristic industrial bases in Henan Province.[Find-ings]There are some problems in the 16 characteristic industrial bases,such as fewer backbone enter-prises,lack of innovative talents,and weak service capacity for innovation and entrepreneurship.[Con-clusions]It is necessary to increase the cultivation of backbone enterprises in the characteristic indus-trial base for building a complete industrial chain and to gather scientific and technological innovation re-sources and focus on torch characteristic industries.It is needed to create a favorable environment for en-terprises to innovate and start businesses,and promote the high-end,clustered and green development of industrial bases with distinctive features.
