智慧城市高质量发展的理论内涵与支撑能力研究

Theoretical Connotations and Supporting Capabilities of High-qualityDevelopment of Smart City

从新时代的命题出发,围绕“更高效率、更加公平、更可持续”发展的内在要求和落实新发展理念的外在表现,解读智慧城市高质量发展的理论内涵。通过构建智慧城市高质量发展支撑能力评价指标体系,运用熵权TOPSIS法进行测度,并引入障碍度模型对影响支撑能力的障碍因素进行诊断。结果显示:2015-2020年智慧城市高质量发展支撑能力指数在稳步提升;区域间不平衡问题突出,支撑能力差距显著;创新、开放、共享三方面支撑能力存在较为突出的障碍因素。基于此,从促进均衡发展、提升创新能力、拓宽开放空间、加快成果共享四个方面提出促进智慧城市高质量发展的相关建议。

Starting from the proposition of the New Era,focusing on the inherent requirements of“more efficient,equitable and sustainable”development and the external manifestations of implementing the new development concept,it explained the theoretical connotation of high-quality development of smart cities in this paper.By constructing an index system for evaluating the support capability of high-quality development of smart cities,the entropy-weighted TOPSIS method was applied to measure the support capability,and an obstacle model was introduced to diagnose the obstacle factors affecting the support capability.The results showed that the support capacity index is steadily improving from 2015 to 2020;The problem of imbalance between regions is prominent,and the gap in support capacity is significant;There are more prominent obstacle factors in the support capacity of innovation,openness and sharing.Based on this,recommendations related to the high-quality development of smart cities were put forward in four aspects:promoting balanced development,enhancing innovation capacity,widening open space and accelerating the sharing of results.
