新中国成立以来公共卫生政策话语谱系变迁与特征探析

The Genealogy of Public Health Policy Discourse since the Founding of New China Change and Characteristic Analysis

新中国成立以来,随着社会的发展,我国公共卫生政策的内容有较为明显的不同。运用Nvivo软件对不同时期的公共卫生政策文本内容进行分析,梳理不同时期公共卫生政策话语谱系的变化,探析了公共卫生政策话语谱系的变迁具有阶段性、传承性和多元化的特征,研判出社会发展需求、国家发展战略和突发公共卫生事件等推动着公共卫生政策话语谱系的变迁,提出要树立以人民为中心、建设沟通平台、扩大话语谱系内容及建立人类命运共同体话语共识来构建现代化公共卫生话语谱系。

Since the founding of New China,along with the development of the society,the content of the public health policy has been significantly different.Nvivo software was used to analyze the content of public health policy texts in different periods,and the changes in the genealogy of public health policy discourse in different periods were sorted out.The change of public health discourse pedigree is characterized by stages,inheritance and diversification.It was determined that social development needs,national development strategies and public health emergencies promote the changes of the discourse spectrum of public health policy.It is proposed to build the modern public health discourse pedigree by setting up the people as the center,building the communication platform,expanding the discourse pedigree content and establishing the discourse consensus of the human destiny community.
