摘要
医院高质量发展要求建设高素质中层干部队伍。将“全过程人民民主”概念贯穿于中层干部考评中,采用“360度考核”和“关键指标”相结合的方法,从全民主主体、全参与内容和全覆盖范围三个方面,实现了中层干部考评的民主性、过程性和全局性,体现了“以人民为中心”的思想。经实践,增强了中层干部队伍活力,提升了医教研管质量,营造了干事创业的良好氛围,体现了“党管干部”原则。
The high quality development of hospitals requires the construction of high quality middle-level cadres.The concept of"whole-process people's democracy"was integrated into the evaluation of middle-level cadres,and the method of"360-degree evaluation"and"key index"was adopted to realize the democratic,procedural and overall characteristics of the evaluation of middle-level cadres from the three aspects of full democratic subject,full participation content and full coverage,which vividly reflected the idea of"people-centered".Through practice,it has enhanced the vitality of middle-level cadres,improved the quality of medical,teaching,research and management,created a good atmosphere for cadres to start their own business,and reflected the principle of"Party administrating cadres".
