智慧公安背景下现代化警务治理体系的构建

The Construction of Modern Police Governance System under the Background of“Smart Public Security”

作为一种新型警务工作模式,智慧公安在各地公安机关正如火如荼地建设中,因其自身精准性、高效性、高度互联性的特征,警务工作效率与效能得到大幅度提升。但现代化警务治理体系在一些方面仍无法与智慧公安这一主题相契合与配套,出现了一定的僵局,如治理理念滞后、管理体制障碍、专业能力受限、滥用个人信息等,这严重阻碍了警务治理和智慧公安的持续发展与二者的协调统一。在“智慧公安”的大框架下,公安机关应当通过治理路径的重新建构提升数据化应用水平、构造扁平化指挥结构、强化警民沟通与联系,形成三大良好的治理局面,即智慧治理、高效治理、协同治理,最终实现警务治理的现代化转型,持续推进国家总体治理能力和治理体系现代化建设。

As a new type of police work mode,smart public security is being built in full swing in local public security organs.Due to its own characteristics of accuracy,efficiency and high connectivity,the efficiency and effectiveness of police work have been greatly improved.However,the modern police governance system is still unable to match and support the theme of smart public security in some aspects,and there has been a certain deadlock:lagging governance concept,management system obstacles,limited professional ability,abuse of personal information,etc.,which seriously hinders the sustainable development of police governance and smart public security and the coordination and unity of the two.Under the general framework of“smart public security”,the public security organs should form three good governance situations:smart governance,efficient governance,and coordinated governance through the reconstruction of governance path:improving the level of data application,constructing a flat command structure,and strengthening the communication and contact between the police and the people.Finally,the modernization of police governance will be realized,and the modernization of the overall national governance capacity and governance system will continue to be promoted.
