香港地区警务战术急救培训体系研究及启示

Research and Enlightenment on the Training System of Police Tactical First Aid in Hong Kong region

日益复杂的执法环境对公安民警的警务急救技能提出了高标准、严要求。警务急救培训要实现长远发展,需要稳定、完善的警务急救培训体系作为支撑。当前我国内地的警务急救培训体系尚未建成,而香港地区在警务战术急救培训方面实战性、综合性优势明显,且已形成相对成熟的培训体系。通过总结提炼香港地区警务战术急救培训的发展历程、体系架构及优势特征,针对性地借鉴、吸收香港地区警务战术急救的培训经验,从法律与制度的制定、凝练培训设计、强化师资配备以及严肃考核机制等四个方面提出完善路径,以期为内地警务急救培训体系的建设和优化建言献策。

The increasingly complex law enforcement environment puts forward high standards and strict requirements for the police first-aid skills.In order to achieve long-term development,police first-aid training needs stable and perfect police first-aid training system as support.At present,the police first-aid training system in China's Mainland has not yet been established,while Hong Kong region has obvious practical and comprehensive advantages in police tactical first-aid training,and has formed a relatively mature training system.By summarizing and refining the development process,system structure and advantages of Hong Kong region’s police tactical first-aid training,it aims to draw lessons from and absorb the training experience of Hong Kong region’s police tactical first-aid training in a targeted way,and put forward the improvement path from four aspects:the formulation of laws and regulations,the condensation of training design,the strengthening of teacher staffing and the serious assessment mechanism,in order to provide suggestions for the construction and optimization of the mainland police first-aid training system.
