“三心、二抑”工作法在消防监督工作中的实践价值研究

结合多年消防监督工作实践,总结提炼了“三心、二抑”工作法,即责任落实“上心”、日常管理“细心”、消防宣传“入心”、抑制可燃物、抑制引火源。以期实现“两转变、一提升”,即从查隐患向查责任转变,从查防灾减灾措施向查直接致灾因素转变,切实提升社会单位自我管理水平。在此基础上,从消防监管责任和社会单位主体责任两个方面分析了现阶段消防安全责任落实存在的不足和缺陷,提出了加强和改进消防监督工作一些思路,希望对相关工作的开展有所帮助。

combined with years of fire supervision practice,summarized and refined the"three hearts,two suppression"method of work,namely the“pay attention to”implementation of responsibility,daily management"careful",fire propaganda"into the heart",inhibit combustible materials,inhibit the ignition source.In order to achieve"two changes,a raise",that is,from the investigation of hidden dangers to the investigation of responsibility,from the investigation of disaster prevention and mitigation measures to the investigation of direct disaster-causing factors change,and effectively enhance the level of self-management of social units.On this basis,from the two aspects of the responsibility of fire control and the main responsibility of social units,we analyze the shortcomings and defects of the implementation of fire safety responsibilities at this stage,and put forward some ideas to strengthen and improve fire supervision,hoping to help the development of related work.
