农村区域洪涝灾害事故救援技术初探

Preliminary study on rescue technology for flood disaster accidents in rural areas

消防救援队伍改革转隶以来,向“全灾种、大应急”任务职能不断转变,洪涝灾害事故处置逐渐成为消防救援队伍必须直面的新任务、新课题。其中,农村区域洪涝灾害事故处置工作逐渐成为队伍日常实战处置工作的难点。通过对2018年、2019年山东寿光洪涝灾害处置过程中所取得的实战经验进行深入分析总结,结合我国农村区域洪涝灾害事故处置的各个难点问题,对队伍各级参与此类事故处置工作的处置措施、安全管控等具体环节提出了针对性的改进措施,力争促进队伍参与此类灾情事故的实战处置能力不断提升。

Since the reform and transfer of fire and rescue teams,the task function of"comprehensive disaster and coordinated emergency"has been continuously transformed,and the handling of flood disaster accidents has gradually become a new task and new topic that fire and rescue teams must face.Among them,the disposal of flood disaster accidents in rural areas has gradually become a difficult point for the team's daily actual combat disposal work.Through in-depth analysis and summary of the practical experience obtained in the disposal of flood disasters in Shouguang,Shandong in 2018 and 2019,combined with various difficulties in the disposal of flood disasters in rural areas of our country,targeted improvement measures for specific links such as disposal measures and safety control for teams at all levels to participate in the disposal of such accidents are proposed,hoping to promote the continuous improvement of teams'ability to participate in the actual combat disposal of such disasters.
