高层建筑消防监督标准化管理难点及对策研究

Research on the difficulties and countermeasures of standardized management of high-rise building fire supervision

近年来,高层建筑消防安全问题时有发生,特别是新疆乌鲁木齐“11·24”等火灾事故,造成严重的人员伤亡、财产损失以及恶劣的社会影响。鉴于此情况,相关部门针对高层建筑消防监督标准化管理制度建立等方面提出了明确要求,但最终落实到高层建筑消防安全监督方面仍存在不少难点,如消防安全标准化管理制度优化及落实难度大、消防安全常态化监管不到位、消防安全教育培训流于形式等。亟需进一步推进高层建筑消防监督标准化管理制度的完善及落实,巩固消防安全教育培训成效,以达到对高层建筑消防安全实施常态化监管的目的。

In recent years,fire safety problems in high-rise buildings have occurred from time to time,especially in Xinjiang Urumqi"11-24"and other fire accidents,resulting in serious casualties,property damage and bad social impact.In view of this situation,the relevant departments have made clear requirements for the establishment of standardized management system for high-rise buildings,but there are still many difficulties in the final implementation of fire safety supervision of high-rise buildings,such as the difficulty of optimizing and implementing the standardized management system for fire safety,the lack of normal supervision of fire safety,and the formal fire safety education and training.It is urgent to further promote the improvement and implementation of the standardized management system of highrise building fire safety supervision and consolidate the effectiveness of fire safety education and training,so as to achieve the purpose of implementing normalized supervision of high-rise building fire safety.
