当前,在人口老龄化、信息化、智慧化大趋势下,我国老年数字鸿沟问题日益凸显,对此政府虽出台了相关政策以缓解老年人出行困难,但相关政策在执行过程中仍面临着政策体系与部门间信息传输中科层悖论的制度性困境、多元主体间互动共治责任缺失的结构性困境和“传统”与“智能”间冲突的调试性困境,加之政策体系在各部门之间运作中出现的信息失真、信息壁垒、信息泄露问题,政府、企业、社会等主体在互动共治中暴露的权责体系不明确、政策共识未形成、服务保障不充足的问题,老年人使用智能设备遇到的观念冲突、习惯依赖、费用顾虑、操作障碍问题,大大制约了老年人智慧出行政策的落地实施。因此,可通过建立政府部门间信息协同联动机制,让各个部门能够相互协作,共同推进老年人智慧出行政策的实施;构建老年人专属智慧出行服务平台,通过智能化技术提供更加便捷的出行服务,满足老年人的出行需求;实现“传统”与“智能”并行,让老年人既能够使用传统的出行方式,也能够享受智慧出行的便利。

Under the current general trend of population ageing,informationization and wisdom,the elderly are an easily identifiable group of digital poverty,and with the outbreak of the new crown epidemic,the problem of the digital divide among the elderly is further highlighted.Although the government has introduced smart travel policies for the elderly in order to alleviate travel difficulties,in the process of policy implementation,it faces the institutional dilemma of the paradox of the science layer in the policy system and inter-departmental information transmission,the structural dilemma of the lack of responsibility for interaction and shared governance among multiple subjects,and the debugging dilemma of the conflict between"traditional"and"smart".These dilemmas have seriously hindered the effective implementation of the policy.In order to solve the obstacles to the implementation of smart travel policies for the elderly,firstly,we can establish an information coordination and linkage mechanism between government departments,so that all departments can collaborate with each other to jointly promote the implementation of smart travel policies for the elderly,secondly,we can also build an exclusive smart travel service platform for the elderly,and provide more convenient travel services through intelligent technology to meet the travel needs of the elderly,and finally,we need to achieve Lastly,it is important to realise the parallel of"traditional"and"smart",so that the elderly can continue to use traditional travel methods and also enjoy the convenience brought by smart travel,further reducing the obstacles to the implementation of smart travel policies for the elderly,and providing them with more convenient,comfortable and This will further reduce the barriers to the implementation of the smart travel policy for older people and provide them with a more convenient,comfortable and safe way to travel.
