安徽省化工园区安全风险现状分析与对策措施研究

Analysis on current situation of safety risks in chemical industry parks and research on countermeas ures in Anhui Province

对照化工园区安全风险评估标准,采取资料收集分析和现场评估复核的方式,集中对安徽省38个化工园区进行了全覆盖式安全风险评估。经分析评估,化工园区安全风险等级为高安全风险(A类)的园区7个、较高安全风险(B类)的园区18个、一般安全风险(C类)的园区13个、较低安全风险(D类)的园区0个。多数化工园区“因企设园”,选址规划不规范,园区布局不合理,配套功能设施及化工安全技能实训基地建设严重滞后,安全管理及应急救援能力不足等,本次研究通过分析化工园区在安全风险防控方面存在的共性问题,为下一步化工园区安全整治提升和落实“十有两禁”要求提供针对性对策措施和建议。

According to the safety risk assessment standards for chemical industry parks,data collection,analysis and on-site assessment and review were adopted to conduct a comprehensive safety risk assessment for 38 chemical indus try parks in the province.After analysis and assessment,the chemical park safety risk level for high safety risk(A clas s)of the park 7,higher safety risk(B class)of the park 18,general safety risk(C class)of the park 13,lower safety risk(D class)of the park 0.Most of chemical parks are"set up by enterprises",the site planning is not standardized,the layout of the park is unreasonable,the construction of supporting functional facilities and chemical safety skills tra ining base is seriously delayed,and the safety management and emergency rescue capabilities are inadequate,etc.By analyzing the common problems in safety risk prevention and control in chemical parks,this study provides targeted countermeasures and suggestions for the next step of chemical park improvement and implementation of the"ten and two prohibitions".
