《江楚会奏变法三折》人才思想探微

On the Talent Cultivation Thought Revealed in Three Joint Memorials from the Governors of Jiang and Chu Provinces to the Throne for Reform

作为清末新政的指导性纲领,《江楚会奏变法三折》人才思想为清末人才培养提供了思想框架。以推崇旧式学堂与新式学堂并举、力倡“兴学育才”与“鼓励游学”并用、主张“罢废科举”与“厘订新学制”并行为主要内容,彰显其人才思想“中法”与“西法”二者采用有度到“中法”与“西法”同时进行,再到以“西法”为标准的变革“中法”以及“采用西法”并非惟西法论的“中体西用”的特点,体现其人才思想为清末新政的实施与清末人才培养的理论价值及推动中国教育近代化的现实意义。

As a guiding program of the New Deal in the late Qing Dynasty,the thoughts of talents in Three Joint Memorials to the Qing Court from the Governors of Jiang and Chu Provinces for Reform provided an ideological framework for the cultivation of talents in the late Qing Dynasty.It highly valued the simultaneous development of old schools and new schools,strongly advocated the combination of"education and talent cultivation"and"of study tours",and proposed the parallel practice of"abolishing the imperial examination"and"establishing the new academic system"as the main contents,which highlighted the characteristics of its talent thought shifting from the abstinent adoption of both"Chinese approach"and"Western approach"to the simultaneous implementation of"Chinese approach"and"Western approach",and then to the reform of"Chinese approach"with"Western approach"as the standard,and"adopting Western approach"does not necessarily mean"Chinese learning as noumenon and Western learning for use"in viewing Western approach as solely important.At the same time,it embodied the theoretical value of the implementation of the New Deal in the late Qing Dynasty,the cultivation of talents in the late Qing Dynasty and the practical significance of promoting the modernization of Chinese education and the cultivation of socialist talents with Chinese characteristics in the new era.
