全过程人民民主数字化运行是利用云计算等技术催生行使民主模式创新,以对话取代听讲、个性取代共性、开放取代封闭促进民主行使主体的生活方式、交往方式数字化,将全过程人民民主建设的空间场域拓展至虚拟网络的数字空间,将数字技术和数据嵌入到全过程人民民主工作流程之中,通过时空场域便利化联结以激发多元主体行使民主权利的内生动力。全过程人民民主运行的数字化需要拓展和延伸出新的数字化渠道和方式,需要推动提升数字治理能力,需要推动不同数据库间的“通”和“联”,从而最大程度上找到和形成广大民众之间的“最大公约数”。

The digital operation of peoples democracy in the whole process is to use cloud computing and other technologies to promote the innovation of the exercise of democratic models,replace listening to lectures with dialogue,replace commonality with individuality,replace openness with closure,promote the digitalization of the lifestyle and communication mode of the subjects of democratic exercise,expand the spatial field of the whole process of people's democratic construction to the digital space of the virtual network,embed digital technology and data into the whole process of peoples democratic workflow,and stimulate the endogenous driving force of multiple subjects to exercise democratic rights through the facilitation of time and space field connection.The digitalization of the whole process of people's democratic operation needs to expand and extend new digital channels and methods,promote the improvement of digital governance capabilities,and promote the"communication"and"connection"between different databases,so as to find and form the"greatest common divisor"between the general public to the greatest extent.
