陕西农业高质量发展的水平测度、地区差异与障碍诊断

Measurement,Regional Difference and Obstacle Diagnosis of High-quality Agricultural Development in Shaanxi

经济社会的发展已对农业高质量发展提出了新要求。文章从新发展理念的五大维度构建农业高质量发展指标评价体系,首先,利用熵权法测算了2003—2019年陕西农业高质量发展的水平,结果显示陕西省农业高质量发展水平已由2003年的0.182增长至2019年的0.541,年均增长7.06%。其次,利用dagum基尼系数对陕西农业高质量发展地区差异进行计算、分解,发现陕西农业高质量发展区域差异的总体基尼系数有继续扩大的趋势。从陕西农业高质量发展的区域差异来源来看,以2014年为临界点,2014年以前地区内差异是区域差异的主要来源;2014年之后地区间差异是区域差异的主要来源。进一步,利用障碍因子模型,分析陕西省农业高质量发展存在的主要障碍,发现各维度都存在或多或少的障碍因素,但综合来看,绿色、协调和共享等维度上存在着较多障碍因素。

The development of economy and society has put forward new requirements for the high-quality development of agriculture.This paper constructed an agricultural high-quality development index evaluation system from the five dimensions of the new development concept.First,the entropy weight method was used to measure the level of high-quality agricultural development in Shaanxi from 2003 to 2019.The results show that the high-quality development of Shaanxi agriculture has increased from 0.182 in 2003 to 0.541 in 2019,with an average annual growth of 7.06%.Secondly,Dagum Gini coefficient was used to calculate and decompose the regional differences of high-quality agricultural development in Shaanxi.It was found that the overall Gini coefficient continues to expand,indicating that the regional differences in the high-quality development of agriculture in Shaanxi had a tendency to intensify.From the perspective of the sources of regional differences in Shaanxi high-quality agricultural development,taking 2014 as the critical point,intra-regional differences were the main source of regional differences before 2014,and inter-regional differences were the main source of regional differences after 2014.Further,the obstacle factor model was used to analyze the main obstacles to the high-quality development of agriculture in Shaanxi,and it was found that there were more or less obstacles in all dimensions.But in general,there were many obstacles in the dimensions of green,coordination and sharing aspects.
