From Compartmentalization to Integration:The Compartmentalization Dilemma of Smart Cities and Strategies for Reconfiguring the Socio-Technical Imagination

智慧城市是社会技术想象的结果。智慧城市社会技术想象的两种类型——技术中心主义城市管理主义和新自由主义城市主义,消解了智慧城市系统的多元一致性,扭曲了智慧城市的公共价值观念,强化了智慧城市的“被决定性”,使智慧城市愿景与现实社会相割裂,造成了技术与社会区隔的问题。通过重构社会技术想象的系统框架,形成城市问题的共同认同、重塑制约、建构一致性方案、架构路径,强调以公共责任为主要特征的制度性联结,以及重视包容性设计,来构建适应性智慧城市,寻求利益攸关方的利益融通,将有效解决智慧城市的区隔困境,能够实现智慧城市复杂的有序性和有序的复杂性的统一。

Smart cities are the result of a socio-technical imaginary.Two types of socio-technical imaginaries of smart cities,technocentric urbanism and neoliberal urbanism,dissolve the pluralistic coherence of the smart city system,distort the public values of smart cities,reinforce the“decidedness”of smart cities,and divorce the vision of smart cities from the real society.This has led to the problem of technological and social compartmentalization.By reconstructing the systemic framework of socio-technical imagination,forming a common identity of urban issues,reshaping constraints,constructing coherent solutions,structuring paths,emphasizing institutional connectivity with public responsibility as themain feature,and attaching importance to inclusive design to build adaptive smart cities and seeking the integration of stakeholders’interests,the compartmentalization dilemma of smart cities will be effectively solved and the complex orderliness of smart cities and orderly complexity of the unity.
