黑龙江省人民政府令第3号《黑龙江省人民政府关于公布<赋予中国(黑龙江)自由贸易试验区省级行政权力事项指导目录>和<赋予哈尔滨新区省级行政权力事项指导目录>的决定》已经2023年2月13日省政府第2次常务会议审议通过,现予公布,自2023年4月10日起施行。
