新型举国体制是在社会主义市场经济条件下,中国共产党通过战略规划和公共政策动员、组织、引导治理资源的集聚,协同多元主体实现高效治理的组织体系、制度安排和动员机制。新型举国体制延续和强化了党的集中统一领导的政治优势,彰显社会主义制度全国一盘棋、集中力量办大事的显著优势,更加凸显市场和社会力量协同参与的治理优势,为创造和长期延续中国发展奇迹奠定了坚实的制度和体制基础。在全面建设社会主义现代化国家的新征程中,强化党和国家对重大科技创新的领导,建立健全新型举国体制的统筹规划机制、组织机制、资源配置机制以及绩效评价、正面激励、监督问责等保障机制,是新时代优化新型举国体制运行机制的战略路径。

Under the conditions of a socialist market economy,the new nationwide system is an organizational system,institutional arrangement and mobilization mechanism for the CPC to mobilize,organize and guide the gathering of governance resources through strategic planning and public policies,and to coordinate multiple subjects to achieve efficient governance.The new nationwide system strengthens the political advantage of the Party’s centralized and unified leadership,highlights the significant advantage of the socialist system of national unity and concentration of power in handling major issues.It also highlights the governance advantage of the coordinated participation of market and social forces,laying a solid institutional and systemic foundation for the creation and long-term continuation of China’s development miracle.Strategies to innovate the operation mechanism of the new nationwide system in the new era include strengthening the leadership of the Party and the State in major scientific and technological innovation,and establishing and improving the mechanism of overall planning,organization,resource allocation,performance evaluation,positive incentives,supervision and accountability.
