21世纪,金融和科技成为全球竞争的关键领域,金融霸权成为全球霸权的基础和主要表现形式。文章梳理了金融霸权的本质内涵、构成基础与实现途径、霸权演变及其关键影响因素。在此基础上,重点分析了战略阻断的内涵、特征及金融战略阻断的逻辑演绎,认为金融战略阻断是金融霸权的重要遏制方式,而金融制裁是金融战略阻断的技术实现路径,后者较前者具有更高的战略意义与全局性影响。霸权国以其金融霸权对目标国具有战略点性质的国际金融中心发起金融制裁,根本性地打击叠加其上的具有战略意义的国家经济发展关键基础,并通过阻断传导效应作用于目标国,从战略层面影响其发展节奏、预期、关键抓手等。中美博弈大背景下,中国香港国际金融中心可能成为美国对中国实施金融战略阻断的潜在对象。基于中国香港的战略点地位和功能,预判美国对中国香港可能实施金融战略阻断的战略意图,及具体的潜在阻断目标、时机与路径选择,提出中国香港反金融战略阻断的策略与路径建议。

In the 21st century,finance and technology have become the key areas of global competition,and financial hegemony has become the basis and main manifestation of global hegemony.The article sorts out essential connotation,foundation and realization methods,evolution and key influencing factors of financial hegemony.On this basis,the article mainly analyzes the connotation and characteristics of strategic blocking,and the logical deduction of financial strategic blocking.It argues that the financial strategic blocking is an important containment method for financial hegemony,while financial sanctions are the technical realization path of the financial strategic blocking,and the latter has higher strategic significance and overall impact than the former.The hegemonic country initiates financial sanctions to the international financial center of the target country with financial hegemony,and fundamentally attacks the key foundation that is of strategic significance to the target country's economic development.And it acts on to the target country by blocking transmission effect from the strategic level,which affects its development rhythm,expectations,key starting points,etc.In the context of Sino-US competition,Hong Kong Region,as an international financial center,may become the target of the US's financial strategy blocking against China.Based on the analysis of the strategic status and function of Hong Kong,the article analyzes and judges the strategic intention of the United States to implement financial strategic blockade against Hong Kong Region,as well as the specific potential blocking targets,timing and path selection,and proposes the strategy and path of anti-financial strategic blockade in Hong Kong Region.
