FDI对农业技术创新的影响——基于财政支农的调节效应分析

The impact of FDI on agricultural technology innovation——Analysis of the regulatory effect based on fiscal support for agriculture

农业技术创新是农业基础更加稳固、乡村振兴战略全面推进、农业现代化取得重要进展的关键核心。本文基于2000—2020年省级面板数据探讨了财政支农调节作用下FDI对农业技术创新的影响。研究发现:财政支农对FDI促进农业技术创新有着正向的调节作用。进一步分析表明,财政支农对农业技术创新表现出了显著正向且边际效应递增的非线性特征,财政支农在越过0.095门槛值后,对农业技术创新的促进作用更加明显;在经济发展水平较高、市场化水平较高和财政分权程度较高的地区,财政支农对FDI影响农业技术创新的调节作用更为显著。本文为开放经济条件下进一步完善中国特色农业农村科技创新体系、加快实现农业科技自立自强、推进农业现代化提供了经验证据和政策启示。

Agricultural technological innovation is the key core for a more stable agricultural foundation,comprehensive promotion of rural revitalization strategy,and significant progress in agricultural modernization.Based on the provincial panel data from 2000 to 2020,this paper discusses the impact of FDI on agricultural technology innovation under the regulation of financial support for agriculture.It is found that financial support for agriculture has a positive moderating effect on FDI promoting agricultural technology innovation.After a series of robustness tests,the above conclusions are still valid.Further analysis shows that financial support for agriculture shows a significant positive and nonlinear feature of increasing marginal utility on agricultural technology innovation.After financial support for agriculture exceeds the threshold value of 0.095,the promotion effect on agricultural technology innovation is more obvious.In regions with high levels of economic development,marketization,and fiscal decentralization,fiscal support for agriculture has a more significant moderating effect on the impact of FDI on agricultural technology innovation.This article provides empirical evidence and policy inspiration for further improving the innovation system of agricultural and rural science and technology with Chinese characteristics under the conditions of an open economy,accelerating the self-reliance and self-reliance of agricultural science and technology,and promoting agricultural modernization.
