加快建设全国统一大市场对绿色技术创新的影响研究

Research on the Impact of Accelerating the Building of a Unified National Market on Green Technology Innovation

削弱及破除区域间市场分割既是建设统一大市场的关键所在,也是打破绿色技术创新约束的重要手段。本文从市场分割的视角研究加快建设全国统一大市场对绿色技术创新的影响。本文基于2003~2019年中国省级面板数据,测算了30个省(区、市)商品、资本、劳动力市场分割水平,多维度探析市场分割对绿色技术创新的影响作用。研究发现:(1)劳动力市场分割水平最高,商品市场分割水平居中,资本市场分割水平最低。(2)市场分割抑制了绿色技术创新的发展,从三个市场细分来看,商品市场分割与绿色技术创新无显著关系,而资本、劳动力市场分割则抑制了绿色技术创新发展。另外,市场需求规模、市场竞争的传导作用得到验证。(3)从地区异质性来看,东部地区市场分割对绿色技术创新的影响并不显著,在中部、西部地区则显著为负。基于此,本文提出加快建设全国统一大市场促进绿色技术创新的建议。

Weakening and breaking up inter-regional market segmentation is both the key to building a unified national market and an important means of breaking down the constraints on green technology innovation.Based on provincial-level panel data from 2003 to 2019,this paper measures the levels of commodity,capital and labour market segmentation of 30 provinces in China to explore the impact of market segmentation on green technology innovation in a multi-dimensional manner.The paper found that:(1)labour market segmentation is the highest,commodity market segmentation is the middle and capital market segmentation is the lowest.(2)Market segmentation inhibits the development of green technology innovation.In terms of the three market segments,there is no significant relationship between commodity market segmentation and green technology innovation,while capital and labour market segmentation inhibit the development of green technology innovation.In addition,the transmission effects of scale of market demand and market competition have verified.(3)In terms of regional heterogeneity,the effect of market segmentation on green technology innovation has not significant in the eastern region,and has significantly negative in the central and western regions.Above all,this paper provides some suggestions for the building of a unified national market to promote green technology innovation.
