The Basic Dimensions of the Government under the Rule of Law in Chinese Modernization

法治政府的概念随着小康社会建设的不断推进,从提出到逐步完善,至今已经成为中国特色社会主义不可分割的重要构成部分。随着中国共产党第一个百年奋斗目标——全面建成小康社会的实现,法治政府建设需要因时因势向着第二个百年奋斗目标——全面建成社会主义现代化强国契合发展。小康社会建设过程中的阶段性、不完备性、发展性以及制度需求决定了法治政府还需进一步完善。在中国共产党百年来的发展规划中,法治政府建设始终围绕坚持党的领导、法治引领、良法善治、抓好基层治理等几大核心要素展开。因此,综合前述法治政府的发展历程以及发展方向,在实现中国式现代化过程中,法治政府建设的基本维度有四个:实现共同富裕、实施乡村振兴、坚持党领导下的社会治理多元化、落实法治实施。

With the continuous progress of building a well-off society in an all-round way,the concept of government ruled by law has become an inseparable and important part of Socialism with Chinese characteristics.With the realization of the Communist Party of China(CPC)'s first century's goal of building a well-off society in an all-round way,the construction of a government ruled by law needs to develop in line with the times and the situation towards the second century zs goal of building a socialist modem power in an all-round way.The stage,incompleteness,development and system demand in the process of building a well-off society in an all-round way determine that the government ruled by law needs to be farther improved.In the development planning of the Communist Party of China(CPC)in the past 100 years,the construction of a government ruled by law has always revolved around several core elements,such as adhering to the leadership of the Party,leading by the rule of law,good laws and good governance,and doing a good job in grassroots governance.Therefore,based on the development course and direction of the government under the rule of law mentioned above,in the process of realizing Chinese modernization,there are four basic dimensions of the construction of the government under the rule of law:realizing common prosperity,implementing rural revitalization,persisting in the diversification of social governance under the leadership of the Party,and implementing the implementation of the rule of law.
