关于推进成渝地区水网建设的若干思考

Thoughts of promoting the construction of the water network in Chengdu-Chongqing region

水网建设对于加快推进成渝地区双城经济圈发展意义重大。在分析成渝地区水网建设面临形势与要求的基础上,明确了成渝地区水网建设需要处理好的几个关系,提出构建“周水济腹、西水东引、南北拓源、统筹调配、调控有力”的成渝地区水网总体格局,并从创新体制机制、建设数字孪生水网、深化农业水价改革等方面,提出推进成渝地区水网建设的有关建议。

The construction of the water network is of great significance in accelerating the development of the Chengdu-Chongqing economic circle.Based on an analysis of the current situation and requirements for water network construction in the Chengdu-Chongqing area,several relationships that need to be addressed were identified.This paper proposes a comprehensive pattern for the water network in the Chengdu-Chongqing area,which includes supplying the belly with water from the surrounding area,diverting water from the west to the east,expanding the source from the north to the south,coordinating the allocation,and controlling effectively.Finally,some suggestions are put forward for promoting the construction of the water network,including innovating institutional mechanisms,constructing a digital twin water network,and deepening the reform of agricultural water prices.
