低惯性电力系统的快速频率控制技术研究与应用综述

摘要 可再生资源在电网中渗透率的增加,导致了电网惯性降低、频率变化率增高,系统频率存在快速跌落的风险。为应对电力系统可能面临的低惯性挑战,对国外频率控制措施和快速频率响应(fast frequency response,FFR)技术的研究现状进行调研。首先分析低惯性系统的定义和评价标准;然后介绍国外针对系统低惯性的应对措施,并重点分析FFR技术;最后结合国内电网应对未来系统低惯性的潜在需求,提出发展国内电网FFR业务的建议。研究结果表明:引入FFR辅助服务产品,是解决系统低惯性问题的可行性方案之一。 As the penetration rate of renewable resources in the power grid increases,the inertia of the grid decreases and the change rate of frequency increases,and the system frequency is at risk of a rapid drop.In order to cope with the low inertia challenge that the power system may face,the research status of foreign frequency control measures and fast frequency response(FFR)technology was investigated.Firstly,the definition and evaluation criteria of low inertia system were analyzed;then the foreign countermeasures for low inertia system were introduced,and the FFR technology was mainly analyzed;finally,the suggestions for developing domestic power grid FFR business were put forward in combination with the potential demand of domestic power grid to cope with the low inertia of future system.The research results show that the introduction of FFR auxiliary service products is one of the feasible solutions to solve the low inertia problem of the system.
