The Zhejiang Practices of Rural Sages Assisting in Rural Revitalization and Common Prosperity in the New Era

乡贤和乡贤文化是中华优秀传统文化的重要组成部分,在历代乡村的发展、治理、稳定中都发挥着重要作用。改革开放以来,乡贤重新走进国家、社会和公众的视野。浙江对乡贤的认识和实践基础好、起步早、起点高、发展快、成效好,从邓小平提出“把全世界的宁波帮都动员起来建设宁波”,开创海外乡贤回乡投资建设的先河,到率先实施“浙商回归工程”,形成全国最多的乡贤群体;从创办全国第一个乡贤研究会,到着力构建新乡贤工作大格局;从充分发挥乡贤在推进乡村振兴、公益慈善和乡村治理中的积极作用,到建立健全政策指导、法规保障、会议推动、典型示范、组织完善“五位一体”的体制机制,新时代乡贤助力乡村振兴和共同富裕的浙江模式逐渐形成。深入研究探索新时代乡贤的历史传承、积极作用、政策指导、组织机制、氛围营造等,对全面贯彻落实党的二十大精神,全面推进乡村振兴,加快建设农业强国,实现农业强、农村美、农民富具有重大意义。

Rural sages and its culture are an important part of China’s excellent traditional culture,and have played an important role in the development,governance,and stability of rural areas throughout the ages.Since the reform and opening up in 1978,rural sages have come back to the social and public life in China.Zhejiang’s perception of rural sages and its practice are characterized by a good foundation,an early start,a high starting point,rapid development,and good results.A Zhejiang model of rural sages assisting in rural revitalization and common prosperity in the new era has been formed.After Deng Xiaoping’s proposal of“encouraging all Ningbo people from all over the world to build Ningbo”,Zhejiang province opened the precedent for overseas rural sages to return to their hometown for investment and construction,and implemented the“Zhejiang Merchants Return Project”,forming the largest group of rural sages in China.It set up the first research association of rural sages in China and formed a new pattern of rural sages work.It encourages rural sages to play their roles in rural revitalization,charity and rural governance,and establishes the system and mechanism of policy guidance,legal protection,conference promotion,typical demonstration,and organizational improvement.Further research and exploration of the historical inheritance,positive role,policy guidance,organizational mechanisms,and atmosphere creation of rural sages in the new era is of great significance for comprehensively implementing the spirit of the 20th National Congress of the Communist Party of China,promoting rural revitalization,accelerating the pace to strengthen China’s agriculture,and achieving the goals of strong agriculture,rural beauty,and rich farmers.
